Special Districts Management System

This project is an integrated web-based and GIS application that allows the Finance Department to manage City Special Assessment Districts which include both Services Districts and bonded Districts. The application includes bond tracking, budgeting, management, taxation, refinancing, and formation. In this project Websoft started by performing an assessment with the City to determine their data needs, work-flow, and reporting requirements. From this assessment, Websoft created a SQL Server database that reflected both the existing data sources as well as the proposed use model.  Websoft also created an application architecture that reflected the needs of both internal and external users.  This project interfaces to a legacy Oracle accounting system with over 500 tables.  The mapping data, which comes directly from an ArcGIS Server platform, links directly with the special districts, bond, and accounting information within the Special Districts Management System.
